Background of the Study

Big data refers to large, complex datasets that traditional data-processing software is inadequate to handle. In recent years, big data strategies have become increasingly important in the public sector, enabling governments to make more informed and evidence-based decisions. By analyzing big data, government agencies can gain insights into citizen behaviors, predict future trends, improve public service delivery, and enhance governance. In Sokoto State, like other regions in Nigeria, government agencies are exploring the potential of big data strategies to enhance public sector decision-making.

Sokoto State faces unique challenges such as underdeveloped infrastructure, limited resources, and a predominantly rural population. Despite these challenges, the adoption of big data analytics offers the possibility of optimizing public services, improving policy implementation, and ensuring better resource management. However, the full potential of big data remains largely untapped due to barriers like insufficient technological infrastructure, lack of expertise, and concerns about data privacy and security. This study will review the strategies that government agencies in Sokoto State are using to incorporate big data into their decision-making processes, with the aim of improving governance and public sector performance.

Statement of the Problem

Government agencies in Sokoto State are under pressure to improve their service delivery amidst growing population demands and resource constraints. While big data offers the potential to enhance decision-making, many government agencies still struggle with implementing effective big data strategies. The lack of adequate data analytics capabilities, combined with limited technological infrastructure, has led to inefficiencies in public sector decision-making. This study seeks to assess the current use of big data in the public sector in Sokoto State, examine its impact on governance, and identify challenges hindering its widespread adoption.

Objectives of the Study

  1. To evaluate the current big data strategies employed by government agencies in Sokoto State for decision-making.

  2. To assess the impact of big data strategies on public sector governance and service delivery in Sokoto State.

  3. To identify the challenges faced by government agencies in Sokoto State in utilizing big data for decision-making.

Research Questions

  1. To what extent have government agencies in Sokoto State adopted big data strategies for decision-making?

  2. How have big data strategies affected public sector governance and service delivery in Sokoto State?

  3. What challenges do government agencies in Sokoto State face in utilizing big data for decision-making?

Research Hypotheses

  1. Government agencies in Sokoto State have not significantly adopted big data strategies for decision-making.

  2. Big data strategies have not significantly improved public sector governance and service delivery in Sokoto State.

  3. Challenges significantly hinder the adoption and effective use of big data strategies by government agencies in Sokoto State.

Scope and Limitations of the Study

This study will focus on government agencies in Sokoto State that have integrated or are in the process of integrating big data strategies into their decision-making processes. Limitations include a potential lack of cooperation from government agencies due to concerns about confidentiality and the availability of data.

Definitions of Terms

  • Big Data: Large volumes of structured and unstructured data that require advanced tools and technologies for processing and analysis.

  • Public Sector Decision-Making: The process by which government agencies make decisions regarding public policies, resource allocation, and service delivery.

  • Governance: The actions, processes, and structures used to manage and oversee public administration and resources.
